COOPERATION BETWEEN INSTITUTIONS OF ROMANIA AND THE REPUBLIC OF SLOVENIA


 CALL FOR SUBMISSION OF PROPOSALS FOR COMMON RESEARCH AND DEVELOPMENT PROJECTS ON COOPERATION BETWEEN INSTITUTIONS OF ROMANIA AND THE REPUBLIC OF SLOVENIA IN YEARS 2012 - 2013

 
Deadline for submission July 1st, 2011

 1. LEGAL FRAME

Based on the Agreement on Scientific and Technological Cooperation between of the Government of Romania and the Government the Republic of Slovenia, signed at Bled on May 12, 2000, the National Authority for Scientific Research of Romania (ANCS), and the Slovenian Research Agency for the Republic of Slovenia (SRA), open the Call for submitting proposals for common research and development projects supporting the collaborating between organizations in Romania and the Republic of Slovenia.
 
2. THEMATIC FIELDS AND OBJECTIVES
 
This Call does not define any priority research areas. On the basis of joint R&D activities the proposals from any R&D field can be submitted with duration of maximum 24 months.
Cooperating partners from R&D organizations on both sides are invited to submit joint proposals. The projects will be implemented by means of exchange of scientists and information. 
The projects of bilateral cooperation are to be aimed at these objectives:
 preparation of joint international projects, to be submitted to EU-FP7 and other European programs and initiatives,
 preparation of joint publications and other outputs,
 common active participance at conferences as an output from joint R&D activities,
 mutual use of special laboratory equipment and apparatus,
 research materials collection.
 
3. ELIGIBLE PROPOSERS  
 
Project proposals can be submitted by any legal or physical body in science and technology in Romania like Universities, Research Centers and Institutes, as well as private and public enterprises.
 
4. CALL DURATION AND SUBMISSION OF PROPOSAL     
 
The Call was opened on April 15, 2011 the deadline being July 1, 2011.
Proposals should be submitted in parallel using the relevant application forms distributed by ANCS and SRA. Submission of proposals by fax or e-mail is not allowed.
 
The Romanian scientists should submit two (2) hard copies and 1 CD of their proposals to ANCS, using the application forms posted on ANCS website: www.ancs.ro.
 
The Slovenian scientists should submit their proposals to the Slovenian Research Agency, posted on the website http://www.arrs.si
 
 
 
After this deadline it is impossible to submit proposals. The proposal must be signed by both participating organizations (signatures of responsible project leaders, statuaries). Signatures of partners from abroad sent by fax will be accepted.
 
5. PROJECT START AND TERMINATION 
 
The projects submitted in the frame of this Call can start at the earliest on 01. 01. 2012, and must be completed latest on 31. 12. 2013.
 
6. FINANCING   
 
For this call the financial support offered by both parties is strictly limited to the participants’ mobility in the partner’s country. Two visits per year per project in each direction should be planned for each project as follows:
- one short visit (maximum of 14 days) of an expert; and, 
- one long visit (maximum of 1 month) of an expert, only for young researchers. 
 
1. Funds provided by Romanian side
A) for Romanian scientists visiting the Republic of Slovenia
- International travel costs to the location where joint activities will be carried out.
 
B) for Slovenian scientists visiting Romania:
- Daily allowance of 60 RON/day, and separately accommodation costs for the Slovenian researchers staying in the Romania for short or long visits, in accordance with the internal laws and regulations.
- Internal travel costs necessary for the implementation of the joint work.
 
C) The above amounts shall be entirely paid to the Slovenian scientists at their arrival in Romania, by the host institution. ANCS will reimburse the host institution according to its internal rules in force. 
 
2. Funds provided by the Slovenian side
A) for Slovenian scientists visiting Romania: 
- International travel costs to the location where joint activities will be carried out.
 
B) for Romanian scientists visiting the Republic of Slovenia:
- Daily allowance of 21,39 €/day and separately accommodation costs for the Romanian researchers staying in the Republic of Slovenia for short or long visits, in accordance with the internal laws and regulations.
- Internal travel costs necessary for the implementation of the joint work
 
C) The above amounts shall be entirely paid to the Romanian scientists at their arrival in Slovenia by the host institution. SRA will provide the finance for supported projects. 
 
7. PROJECT EVALUATION
 
The selection of projects has two stages. In the first stage the proposals will be treated separately by national committees, the second round will be done by the Joint Committee on S&T Cooperation.
 
At national level the proposals will be evaluated by using the following criteria:
 
The proposal meets the priority research areas of National Plan II. (10 points, eliminatory criteria).
Existence of a research project at NP II, in the same thematic area (5 points, eliminatory criteria).
Quality and originality of the project (20 pts., minimum 10 pts.). 
Credibility of the work plan of cooperation partners (20 pts., min. 15 pts.).
Quality Project Team (15 pts., min. 9 pts.).
Impact - project contribution to international cooperation (10 pts., min. 6 pts.).
Commercial exploitation of the expected results (15 pts., min. 10 pts.).
Promoting of young researchers (5 pts.).
 
Maximum points: 100.
 
The evaluation in Joint Committee on S&T Cooperation will be done under these conditions:
 
single party proposals will be not evaluated,
proposal with high ranking from both parties will have priority as compared to controversial ones,
new partnerships will be encouraged and they will have priority over old ones that have participated in previous calls,
discrepancies will be discussed having in mind mutual interest.
 
An internal evaluation procedure will be followed in each country after the date of 1st July, 2011.
 
Evaluation results and the final list of financed projects will be announced after Joint Committee meeting, after the date of 30th October 2011.
 
8. RULES FOR PROPOSERS                    
 
Each project must have one responsible person from Romanian and Slovenian participating party, also in a case of a multilateral cooperation of more cooperating organizations from both countries. The proposal must be submitted in parallel using the relevant application forms distributed by ANCS and SRA. The responsible person submits forms filled in Romanian and English or Slovenian and English, respectively. 
The Romanian scientists should submit two (2) hard copies and 1 CD of their proposals to ANCS; the forms used to apply to this call can be found on ANCS public site (www.ancs.ro)
The Slovenian scientists should submit their proposals to the Slovenian Research Agency, posted on site http://www.arrs.si.
 
 
9. OBLIGATIONS OF THE PROPOSER       
 
The Romanian organizations of the approved projects for funding will sign a Grant Agreement for the financial support with the National Authority for Scientific Research. At the end of each calendar year the director will report to the ANCS. The report must include a statement of progress of the project and a cost statement related to the expenses of the period in question. After the project is terminated the director must provide a final report to the ANCS.
